Florida · 2026

A contribution to drowning-prevention education.

In November 2025, Representative Anna V. Eskamani’s announcement credited Nathalie Martin with drafting the original drowning-prevention education legislation.

The education provisions were incorporated into SB 428, alongside changes to the Swimming Lesson Voucher Program. SB 428 passed the Florida Senate 36–0 and the House 108–0, was approved on April 21, 2026, and became Chapter 2026-38, effective July 1, 2026.

The law requires drowning-prevention and safe-bathing educational materials to be provided to new parents and caregivers through specified birth and education settings.
